Jariullah, sounds like this is a common problem across the industry.
I used to work in manufacturing, and the same upper management who oversaw making a widget oversaw [broadly] making the IT, including huge, large-scale projects.
It lead to confusion.
It made me want to explain it to them like this:
assume you don’t even have a machine to make a widget, and you ask how long it will take to make the widget. Wouldn’t it be best to ask how long it will take to assess the field of widget-making machines to decide whether we make or buy a widget-making machine?
